Performs analyses of program requirements with respect to software development and prepares responsive software quality plans, procedures, schedules and resource allocations to assure optimum software quality support. Performs software assurance for software development activities in accordance with CMMI and ISO procedures and standards. Participates on software process assessment teams and performs software audits to determine if software planning and control mechanisms are in place and followed. Monitors software development from the requirements phase through acceptance testing. Reviews delivered documents and monitors software processes and inspections. Evaluates software quality metrics that are collected by the developer and identifies problems and trends. Determines if software system/acceptance testing is conducted by organizations external to the design organization. Applies and supports software analyses of program requirements with respect to software development and quality assurance. Participates in developing software quality assurance policies, plans, and procedures, and in reviewing changes for requirement approval. Conducts evaluations of software quality problems and monitors corrective actions to resolve those problems. Uses expertise to evaluate new software development tools and recommends validity of usage. Collects and uses statistical data for the monitoring and evaluation of trends. Participates in the establishment of unit objectives, work plans, schedules, and ensures resources are available for completion of assignments. Provides activity, status and metrics reports to management. Leads the daily activities of subordinates to ensure assigned tasks are completed in accordance with time and budget constraints. Provides technical direction/guidance to staff as required. May perform higher-level tasks associated with an individual contributor role. Evaluates and recommends changes in work methods and procedures in assigned area. Develops new processes/procedures as needed. Authorizes overtime and control costs. Coaches and motivates team members. Enhances communications by facilitating team meetings. Develops and trains subordinates. Performs all other duties as assigned.
Attributes/Skills Required/Sought: Complete understanding of the software quality assurance system. Ability to understand complex software quality assurance requirements. Ability to participate in proposal development and reviews. Understanding and use of TQ tools in daily work. Ability to lead process development and implementation tools. Excellent communication (written and verbal) and organizational skills. Technical writing skills for procedures and processes to draft policies for review. Ability to interact with external and internal customers and senior management personnel. Understanding of ISO 9001-2000 Quality Management Standard. Understanding of Capability Maturity Model Integration (CMMI) for software.
Contract specific benefits will apply. Basic Qualifications: Software Quality Engineer 2 - BA/BS degree in a technical discipline (i.e., engineering, computer science) with 2 years of experience. In lieu of formal education, at least 10 years of progressive experience in a related field.
Software Quality Engineer 3 - BA/BS degree in a technical discipline (i.e., engineering, computer science) with 5 years of experience. In lieu of formal education, at least 13 years of progressive experience in a related field.
Must be able to obtain and maintain a Secret level clearance.
