Provide contractual strategy leadership to the program as well as manage all contract administration efforts for $200M per year for highly dynamic VITA program. The VITA program is a 13 year, $2.6 billion program responsible for providing end-to-end IT infrastructure to the Commonwealth of Virginia’s 91 executive agencies.
Responsibilities include developing highly effective client relations, managing team responsible for the administration of the prime contract with VITA, (including ongoing contract modifications, regular requests for additional work, change management, audit and other annual review requirements). Provide strategic leadership and guidance for helping the program expand services into higher education and local government entities, requiring additional proposal and contracts efforts.
Reports to the Division Director of Contracts and Subcontracts and the VITA Program Vice President. Responsible for the preparation, negotiation, acceptance and management of contracts, included but not limited to, time and materials, firm-fixed price, cost plus, and unit based contracts. Reviews and approves contractual documents for protection of company’s contractual posture, satisfaction of customer specifications and requirements and adherence to company policy. Ensures Sarbanes-Oxley compliance. Advises management of contractual rights and obligations and provides interpretation of terms and conditions. Work is performed through independent direction. Makes decisions on operational issues within prescribed area. Responsible for a staff of contract professionals. Represents the business unit as a prime internal and external contact on VITA program within Contracts. High visibility position requires regular interaction with Executive management at Division and Sector levels.
Qualifications:
BA/BS Required; MS/MA/MBA/JD desired. 15 years relevant experience in contracting arena. Comprehensive knowledge of contracting and subcontracting in the government arena, as well as experience/knowledge of state and local and commercial contracting. Thorough understanding of the requirements of applicable government regulations. Direct supervisory/management experience and proven leadership skills, excellent interpersonal skills, ability to mentor and train assigned staff. Strong proposal development skills, solid negotiation skills, and excellent oral and written communication skills. Must be able to deal effectively with competing priorities and deadlines, and able to handle multiple tasks in a fast paced environment. Must be a team player, independent, proactive, and possess excellent problem solving, communication, and organizational skills.
