At AT&T, our Chief Technology Office (CTO) is the embodiment of innovation. We're responsible for developing, designing, planning and building AT&T's wireless and wired networks - including the nation's fastest 3G wireless network, our groundbreaking U-verse network and one of the world's largest and most advanced IP backbone. This is a supervisory job with responsibility for directing, planning and apportioning the work of employees including interviewing, selecting and training, recommending the setting and adjusting of rates of pay and hours of work, coaching and assessing performance, and ensuring compliance with company and regulatory policy. Responsible for a variety of activities for a specialized or large-scale area within RAN Engineering. Requires strong knowledge of specialty area or broad knowledge of the organization and operation. Works closely with managers and project team members to assess/meet department goals. Remains current with industry trends / technologies. Strong background and experience in process and performance management is preferred. 1. This position has responsibility for managing exempt RAN Engineers and professional employees in multiple complex RAN (radio access network), transmission, implementation and A&P areas. Responsibilities (and team’s accountability) will include the following: a. Plans and organizes work projects, budgets and resources. Assists directors and executive management with implementation, development of strategies, guidelines. Monitors and is responsible for budgets for area of responsibility. b. Focusing on chronic non-performing areas of the network for long periods of time and areas of the network experiencing slow degradations of performance. Determine what is impacting CQI/quality measures for chronic sites. Lead optimization engineers strategize long term solution. c. Work with RAN HQ to identify best practices for future use to drive optimal performance, assist with incorporation of standardized parameters and configuration in Best Practice Field guides d. Work with the RAN Design team to identify design changes that are required to address problems that cannot be corrected with tuning. e. Work with Performance Engineering team to separate chronic and acute offenders. f. Plan to integrate new elements into the network, including: new cell sites, changes made to adjacent cell sites, new configurations g. Track new elements in service for performance metrics ensure optimization, no subscriber impact issues created by introduction of new elements. h. Manage integration of new technologies, for example, LTE, working closely with design, implementation and performance team i. C&E interface: When handing it over to Production C&E is team which builds new cell sites, adding carriers, expansions, work with C&E for test and acceptance/final check before rollout. j. Tracking Changes to network: Currently doing poor job of designing changes that may have performance impact and not measuring it later once rolled out. i. Design team: Design team has design which may need field data. Request latest field data, drive test data, from Network Performance team.
Required Qualifications: · BS or MS degree in electrical engineering discipline or equivalent required. · Five years of experience in wireless industry with at least two years of management experience. · Complete understanding of wireless network architecture, design, performance and optimization for GSM, UMTS, CDMA, and LTE technologies for voice and data. · Excellent speech communication, presentation and technical writing skills. Proven ability to manage vendor and internal relationships. · Strong ability to multitask and effectively manage multiple competing priorities. · Proven ability to identify and manage routine and complex problems, and to work well in a technical, fast paced and challenging environment. A strong service first attitude and accountability to field customers will be prevalent in the successful lead Area Manager candidate. · Demonstrated troubleshooting skills and the ability to work in a team environment. · Must have a valid driver's license. · FCC Compliance Desired: · Strong knowledge of and the ability to strategize market planning through solving complex issues in the areas of: o RF engineering principles (RF communications theory, design principles, network optimization, propagation modeling and prediction, etc.) and vendor capability assessment, o Network architecture (3GPP Air interface, standards, technology and evolution, etc.), o Vendor capability assessment o Wireless engineering principles (cell site/tower design, attributes and specifications, and RAN design, spectrum/frequency planning, etc.), o Performance Management (System KPIs and metrics, etc.), and |
