Job Description: 

Overall Purpose: Designs, analyzes, plans and modifies network components and architecture in support of the wireless and wireline infrastructure. May provide mid to long term planning for a specific technology which includes analysis, solution recommendations, and implementation strategies to complex business issues. These activities are the basis for capital deployment and allocation decisions.


Key Roles and Responsibilities: Develops and evaluates network performance criteria and measurement methods. Prepares the analysis of the short term or long term capacity needs for wireless and wireline infrastructure. May conduct network architecture design, feasibility and cost studies. Studies and forecasts traffic drivers to determine short and/or long term capacity needs. May include all or some of the following functions: Recommends strategic network architecture planning and network evolution policy decisions in support of corporate initiatives, customer demand, technology changes, economic and service reliability criteria; Evaluates new and emerging technologies for addition and/or application to existing network systems; Conducts economic and population growth studies to determine impact on network capacity and development plan projections; Creates deliverables such as mgmt reports, business cases, infrastructure deployment guidelines, 3 Year Plans, Plans of Record, Project Approval Letters, and Serving Plans; Works with key internal stakeholder and vendors to determine future business and customer needs. Job Contribution: Developing technical professional with some experience. Completes moderately complex work within discipline/specialty area. Contributes to development of concepts/methods/techniques. Moderate team impact.


KNOWLEDGE Has expanded technical knowledge in own discipline/specialty area. Applies broader knowledge of discipline/specialty area standards to work assignments. Sound understanding of 1 to 2 specific ATT technologies/systems/procedures. Deepens technical knowledge through exposure and continuous learning.


ANALYSIS/PROBLEM SOLVING Identifies problems/issues. Solves non-routine problems by independently applying judgment to established analysis and standard approaches. Integrates/evaluates multiple factors to develop creative practical solutions.


INDEPENDENCE Guided by project and work deadlines; sets own priorities. Uses discretion to complete assignments; independently applies knowledge of technical practices and specialty area standards. Independently completes assignments; participates in diverse projects.


CONTRIBUTION TO ATT TECHNOLOGY Supports technical initiatives normally as part of a larger project. Works on new technologies development and/or existing technologies maintenance. Contributes to milestone project completion.


COMMUNICATION Exchanges complex technical information. Provides training/guidance to others in work area breaking down information in a systematic/logical manner. Cultivates good peer working relationships.


Education: BS degree in Math, Science or Engineering preferred or equivalent related network experience. Experience: Typically at least 1-3 years of successful network engineering or related experience. Technical Career Pathway (TCP) role. Entry into this title may require TCP Governance Board Review. Supervisory: No.


Environmental Requirements: This position may be responsible for contributing to ATT compliance with environmental laws and regulations as applicable to its job function. This may include, but is not limited to, work related to fuel tanks, emergency and stand-by generators, boilers, hazardous waste, hazardous materials, batteries, manholes and vaults, water wells, linear and other construction projects, water discharge, or air emissions


Required Qualifications -


  • Ability to use the knowledge and skills in these areas to resolve complex problems: basic science knowledge, including Finance and Economic analysis and Engineering Economics; IP engineering principles (IP switch design and installation, VOIP, etc.), network system, equipment and architecture, power engineer principles (electric power transmission, telecom systems and standards (TCP/IP protocol, routing protocols (Static, BGP, OSPF), telephony engineering principles and wireless engineering principles.

  • Proficient knowledge of mathematical modeling principles (reliability analysis), network performance modeling (synchronization, vendor capability assessment, voice/data, switching), network planning (capacity planning, OSI network protocol design)

  • 1-3 years of experience


Desired Qualifications


  • Bachelor's degree in Engineering, Math or Sciences.

  • Proficient computer pc skills (Microsoft Excel, Access, Powerpoint and Word) as well as Access capacity management system, CAPRI, INIPQ, JAM, LOGIC, and or NEMOS tools and software.
