The DOD Automated Biometric Identification System (ABIS) Program Director manages a 80 person, $140m value DOD project. DOD ABIS is the central, authoritative enterprise repository for biometric data collection in the field from known and suspected terrorists along with persons of interest to the DOD. The Northrop Grumman DOD ABIS team fully develops, enhances, integrates, maintains and provides trainings for a scalable, enterprise-level materiel solution utilizing multiple biometric modalities. The team is primarily located in Fairmont, West Virginia. The Program Manager directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of program or complete subsystems of the program. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas. Program Manager responsibilities include: · Planning, including planning for customer and stakeholder acceptance of our system · Building and sustaining customer and stakeholder relations, and suitable expectations · Risk management · Project performance addressing cost, schedule, and technical quality for related Work Breakdown Structure (WBS) elements on a large system development-type contract · Provides guidance to subordinates based on organizational goals and company policy · Responsible for projects assigned to the organizational group · Advisor to lower level managers and exempt employees · Helps meet established schedules or resolve technical or operational problems · Develops and administers budgets and standards of performance Qualifications: Basic Qualifications: · Bachelor’s degree in Business or technical discipline · Demonstrated experience with effective customer and stakeholder relations; expectation management; building coalitions with acquisition customers, end-users, government support staff, and other contractors; negotiations · A minimum of 15 Years of relevant experience with at least 5 years of PM related experience in Government or industry · US Citizenship is required in order to obtain/maintain required Clearance Preferred Qualifications: · Experience in biometrics is strongly preferred · Advanced education applicable to this role · Knowledge of biometrics concepts, and biometrics experience, is desirable but not mandatory · Experience with DoD customer preferredPreferred Qualifications: Northrop Grumman Corporation is a leading global security company whose 75,000 employees provide innovative systems, products, and solutions in aerospace, electronics, information systems and technical services to government and commercial customers worldwide.
