Capital Finance- "Market Capital Managers"

Responsible for management of the capital process including the development of complex quarterly RAN capital spend forecasts and annual budgets of $100-$400M. Provides daily leadership and guidance to RF RAN and C&E partners.

Job Duties:

· Prepares quarterly and annual forecast projections on a monthly basis against a universe of 5k projects.

· Performs financial analysis across various programs, documenting findings for leadership.

· Produces complex rate/volume variance analysis to evaluate the financial performance and better determine current and future business needs.

· Develops actionable plans and makes recommendations to achieve the organizations financial objectives of 98%-100% forecast accuracy.

· Responsible for review of relevant financial data and trend analysis prior to approval of all capital expenditures. Ensures capital management activities are achieved within prescribed service level agreements (ACE, PRT, and EPL).

· Determines financial impacts of alternative actions, plans and or strategies in support of RF Engineering goals and objectives.

· Exercises sound financial acumen in effectively resolving complex issues.

· Works on complex issues where analysis of situations or data requires an in-depth evaluation of multiple factors.

· Prepares fiscal year budget. Partners with RAN and C&E organizations, communicates targets and timelines. Organizes market data and provides analytical guidance for submissions.


Goals / Objectives:

· Drive network quality. Measure: Support all West Region RAN Directors in achieving each individual submarket CQI, Dropped call and 4G deployment objectives, by ensuring creation of projects and subsequent funding in a timely manner through partnering with the market NRI and HQ. Measured through adherence to ACE/PRT/EPL/PO approval SLA and expedite where necessary.

· Lead effort to drive market/region forecast accuracy. Measure: Q1 - Q3 /- 5%, *Q4 ≤ 2%. (*Q4 spend is not to exceed budget submission)

· Generate average unit costs for CASPR tracked programs and subsequent milestone pay points by Q3. Measure: Generate average costs to within 2% of actual spend

· Implement and drive key capital processes in an aggressive effort to improve forecast accuracy. To include but not limited to the following:

o Mechanized forecast tools; provide unit cost and milestone data to support forecast automation progression

o EPL/PRT/ACE approval automation to achieve 1-2 day SLA

o Communication of financial information to MRAN/C&E/PMO and all other customers according to designated schedule.

o Measure: Improve forecasting process each incremental quarter; provide leadership in automating manual approval processes by start of Q4; lead and provide guidance on creation of daily/weekly/monthly/quarterly capital reporting with actionable measures by end of Q2.


Reports directly to Associate Director - Financial Analysis

Does not have direct supervision of employees but requires collaborative working relationships across business units (RAN, C&E, and E2E).


Minimum Qualifications:

Bachelor Degree (Finance or Accounting preferred) or Equivalent work experience

5 years financial analysis experience required (wireless preferred)

Ability to work collaboratively in a fast paced environment and work well under pressure

Strong communication skills (written, interpersonal, organizational skills, meeting management). Ability to develop spreadsheets and databases

Strong analytical, problem solving and time management skills

Advanced knowledge in Excel, MS Access, proficiency in PowerPoint and Word

Thorough knowledge and understanding of GAAP
Required Qualifications:


  • Five years experience in accounting, financial analysis, or financial reporting

  • Good communication skills.

  • Excellent interpersonal communications and project management/leadership skills

  • Excellent desktop skills (Excel, Word, PowerPoint, MS Access)


Desired Qualifications:


  • Bachelors degree in Finance or related field

  • Five or more years experience in Financial Analysis, modeling and forecasting

  • MBA in Finance
