Honeywell Performance Materials and Technologies (PMT) is a global leader in providing customers with high-performance specialty materials, including fluorine products; specialty films and additives; advanced fibers and composites; intermediates; specialty chemicals; electronic materials and chemicals; and technologies and materials for petroleum refining.


Honeywell PMT is currently seeking a Construction Leader for their Colonial Heights, VA or Baton Rouge, LA locations.


Principal Duties & Responsibilities:


• Drives Construction Safety Program in Richmond region.
• Implements formal Constructability Program.
• Leads the development and implementation of the Project Construction Execution

Plan (contracting strategy, manpower, schedule, quality control, permitting, etc.) for

Richmond region projects.
• Participates in bid package definition/preparation, contractor screening and

subsequent evaluation/contractor selection.
• Administers construction contracts; supervises contractors’ supervisory personnel.
• Coordinates construction activity with plant personnel to minimize impact to existing

operations.
• Controls construction direct and indirect costs.
• Assigns and monitors the activities of construction superintendents, field engineers,

and clerical personnel.
• Material control and document control.
• Assures compliance with applicable laws and regulations issued by OSHA, EPA,

FDA and other regulatory agencies.
• Participates in development of construction specifications and standards.
• Negotiates changes to contracts and makes financial commitments in accordance

with approved procedures.
• Continuously drive improvements in design and construction safety to exceed PMT

Engineering metrics targets. Implement a process to record and communicate

relevant construction and design safety near-misses within the Richmond area

Engineering organization.
• Review and approve design and construction alliance contractor organizational

structure and ensure compliance with contractual terms and conditions. Develop

criteria and lead the design organization to product construction packages which

best meet the needs of the construction organization. The intent is to provide

flexibility in the program in order to provide the right balance of services for cost

optimization while balancing the overall risk of engineering and construction

re-work; more detailed design for lump sum contracts and less detailed yet

customized design for time and material contracts.
• Develop program for daily engineering involvement and safety auditing of

construction jobs. Communicate effectiveness of these efforts during staff meetings.

Inform Richmond Area Engineering Leader of deficiencies, and manage agreed

upon corrections. Manage the effort to audit contractor records for compliance with

the PMT Engineering Safety Task Analysis Procedure.
• Manage and continuously improve the performance of the engineering design effort.

Ensure design services meet customer requirements. Inform Richmond Area

Engineering Leaders of deficiencies, and manage agreed upon corrections.

Develop sound practices and procedures for design review and approval of the

technical design basis for all construction packages.
• Manage the construction change order process and drive cost and quality

performance within established metrics targets.
• Drive the constructability functional excellence program with Richmond Area

Engineering through coordination and support from the project engineers and

through the involvement of first-line construction supervision in the front-end of the

scoping and design efforts per the Capital Project Management Process (CPMP)

best practices.
• Ensure PMT Engineering design standards are being incorporated into design and

construction services. Lead the effort to broaden the span of influence and use of

PMT Engineering standards within the Richmond Area maintenance engineering

organizations.
• Ensure timely Pre Start-Up Safety Review (PSSR) walk-down support and punch

item resolution within established project Start-Up (S/U) and Close Out metrics

targets.
• Inform design and construction alliance contract supervisor of contract employee

performance issues and ensure resolution by the contractor supervisor.
• Stay current with design and construction industry standards and practices.

Incorporate best practices into the Richmond Area Design and Construction

organizations.

• Contributes to the development and successful completion of department goals.
Basic Qualifications:


• BS in Engineering or Construction Management required.

• 8 years experience of increasingly related responsibilities in Construction

Management within a similar industry required.


Additional Qualifications:


• Experience using SAP is desired.

• Track record of successfully managing this magnitude of construction activities.
• Customer focused.
• Results driven.
• Self-starter; anticipates/initiates and implements solutions; proactive.
• Deals with conflict successfully.
• Flexible/responsive.
• Excellent verbal and written communication skills.
• Strong computer skills (Work, Excel, Microsoft Project, et al).

• Change Agent — not satisfied with the status quo, willing to take strong and

effective action to effectively manage the region construction activities. Committed

to continuous improvement; recommend and develop innovative processes.
