The EOS Operations Manager, under the direction of the EOS Project/FOT Manager, is responsible for oversight of the real-time spacecraft operations for the EOS spacecrafts, as well as personnel management for all assigned direct reports. Tasks and responsibilities include but are not limited to: • Directing the EOS Online Management (EOS Deputy Operations Manager) activities including: -The job posting, interviewing, hiring and in processing of all Online new hires -Overall management oversight of the training and certification process for all new hires (including contingency training – blind acqs, BEOC proficiency, Spacecraft state transition or limit violation condition, etc.) • Directing the EOS Online Engineering (EOS Online Engineers and Ops Engineers) activities including: -the health and safety evaluation of spacecraft subsystem performance -completing daily load uplinks (Stored Command & Ephemeris/NAV loads) -executing special commanding requests such as drag make up maneuvers or inclinatio maneuvers, as scheduled -responding to out of limit conditions by taking pre-authorized action -managing the onboard solid state recorder and ensure that all science data is captured on the ground -performing hardware, software & interface tests as required to support ground system upgrades/new deliveries or network/resource changes • Directing the EOS Planning and Scheduling activities including: -Stored command generation using EOS MMS system -GN and SN resource scheduling and conflict resolution • Facilitate process improvements for Online operations -Assigning/Developing projects and tasks to improve operational efficiency, effort or accuracy in their daily tasks -New-hire training and certification -Update/Maintenance/Creation of spacecraft documentation (SOPs, R&Is, MIRs, etc) to maintain information to current level and disseminate information to other FOT stakeholders -Other, as required • Augment the Online Engineering expertise provided by the Online Engineers, with broad operational knowledge and overall mission perspective. • As an FOT leader, ensure that we continue to deliver a quality product to our customer. Work in concert with the Online Engineers to ensure that sound engineering and operations processes are practiced and continuously improved. Coordinate and collaborate with the other FOT leadership members to effectively and safely implement the EOS mission requirements. • Coordinate with the Mission Directors, ESMO Management, FOT Management, Software Development and Ground System Engineering and other mission stakeholders to help maintain ground system hardware/software delivery schedule, negotiate Online operations resource contention and mitigate risks in performing ground system activities thereby ensuring safe operations for all missions. • Conduct personnel yearly goal objectives and performance assessments, personnel mentoring/development, timecard approval, company policy training and all other Honeywell and FOT management duties as assigned for all direct reports. • Represent the EOS missions at routine, ad hoc, and other periodic meetings, including o Mission Director Meetings (a.k.a. Top Ten) o Ground System Activities o Monthly Status Reviews o FOT Automation Meetings o FOT Configuration Control Board o Root Cause and Corrective Action Review Boards o Discrepancy Review Board (GMSEC and EOS) o Annual Reviews Basic Qualifications: Educational Requirements: Minimum of BS in Aerospace Engineering or other related engineering discipline/technical degree or equivalent experience |
