Job Description:  The Northrop Grumman Information Systems (NGIS) Sector Subcontracts function is committed to ensure satisfaction to all our internal and external customers. We offer exciting career opportunities supporting major Defense programs like the F-35 aircraft and the Global Hawk unmanned aircraft, as well as a wide variety of C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance) programs for all Federal agencies and Commercial customers. The Subcontracts Homeroom is composed of about 200 Subcontracts professionals, who, as a group, have a backlog of about $6.5 Billion in active subcontracts and issue approximately a billion dollars of new subcontract documents each year. In support of program requirements, we issue a wide variety of Fixed Price, Cost Reimbursement, and Time & Material subcontracts. The position described in this announcement will open up a challenging Global Supply Chain career with our commitment to provide required training and leadership for your career at Northrop Grumman. Join a diverse workforce engaged in supporting large, complex, and challenging national defense programs that secure our nation and its allies. This position will be part of a team supporting various Northrop Grumman programs for the ICS Business Unit in the West Coast, and will report into the Operating Unit Subcontract Manager. The successful candidate will be able to provide responsible advice and counsel on a wide range of contractual and business issues and will act as the subcontracts lead on a variety of subcontracts-related matters when interfacing with the respective program offices. Critical skills needed to be successful are: Demonstrated skill and ability to analyze and develop innovative solutions to complex problems. Ability to communicate effectively at the highest levels. Strong negotiation skills with proven ability to formulate strategic contracting objectives, teaming arrangements, analyze past performance, develop risk mitigation plans, analyze proposals, and other similar activities. Must be able to work in an IPT Thorough knowledge of the FAR/DFARS associated with Federal Contracting regulations; ability to apply sound judgment to problem solving, setting strategy and supplier development required with in-depth understanding of procurement policies, procedures, and regulations. Experience with Cost-Plus Type subcontracts a must, including EVMS. Develops subcontract specifications, work statements, and terms and conditions for the contracting of specialized materials, equipment, and/or services. Prepares RFP packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes contractual documents, and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures. Adhering to tight deadlines and being able to make decisions in a timely manner, offering guidance and working cooperatively with a multitude of organizations ranging from technical, program, finance, contracts and security for seamless administration. Managing subcontractors to achieve program goals and objectives, maintain strong supplier relations and ensuring compliance to company policies and procedures. Prior experience managing international subcontractors for both U.S. government businesses and commercial businesses.
Qualifications:
Basic Qualifications: BS/BA degree with 15 years of progressive subcontracts/procurement experience or masters degree with 13 years of progressive subcontracts/procurement/business related experience with demonstrated strengths managing suppliers in a large, complex program through all phases (development, integration and production ) utilizing IPT management concepts.
