The Northrop Grumman New York Programs Unit is seeking an experienced Public Safety Professional to become the Emergency Communications Transformation Program (ECTP2) Fire/EMS Agency Coordinator. The position is based in New York, NY. Job Description Provide support on the multi-agency New York City City-E911 Center Emergency Communications Transformation Program State 2 (ECTP2). Under the direction of the Northrop Grumman Project Manager/Project Management Office work with the Northrop Grumman Program Teams and the City of New York to provide E911 and related Services to the Citizens of NYC. The position requires the candidate to interface with the customer and user communities to coordinate requirements, deliverables and solutions, and integrate to customer systems. The Coordinator must be familiar with all aspects of public safety operations including computer aided dispatch (CAD), medical triage, telecommunications, logging and recording, public safety radio, automatic call distribution technologies, network and call center operations. The candidate will be required to work within the Program Management Office and coordinate activities of all FDNY/EMS related component project leads within the ECTP Stage II engagement including logging and recording, CAD, telephone, network and facilities as well as with his or her agency counterpart. The selected individual will also be responsible for coordinating activities with the NYPD Agency Coordinator. This multi-agency collaboration will require full cooperation of all contractors and subcontractors, NYPD, and Department of Information Technology and Telecommunications (DoITT). The Agency Coordinator will be responsible to ensure that all technologies and services within his or her purview are delivered as per the direction of the NGC Program Manager and as specified in the contracted. The individual will provide and track project schedule and milestones throughout the project lifecycle, conduct meetings, as necessary with agency and vendor personnel, prepare weekly status reports, identify risks and recommend mitigation strategies, prepare and present reports, schedules and/or presentations to executive level personnel within the organization and agencies. Oversee the coordination and development of a requirements matrix in each of the above disciplines. Be responsible for tracking and reporting status from all FDNY/EMS leads, including implementation schedules, testing, training, facilities requirements, risks and deliverables to the Project Management Office (PMO).
Qualifications: Basic Qualifications: Masters Degree and 15 years experience working with public safety agencies (Fire/EMS/Police), working in a combined operational facility. Bachelors and 17 years. 21 years experience in lieu of degree. Candidate must possess a practical working knowledge of public safety call center operations and technologies. Must have extensive/successful experience in project/ program scheduling, risk identification and mitigation strategy development, implementation and tracking. products/applications. Must have experience developing User Cases. Must be able to obtain a position of public trust Preferred Qualifications: Experience working with RUP/EPIC is highly desirable. Strong analytical as well as verbal and written communications skills.
