Job Description:  Join a dynamic, progressive leadership team as the Director of the Emergency Communications Transformation Program reporting directly to the Director, Public Safety Systems and Solutions. This is an opportunity for an experienced program management professional to assume responsibility for implementing and directing the full range of program execution. The successful candidate will operate as a business partner with the customer and high level city executives. This position is located in Brooklyn, New York. This position may be eligible for incentive compensation. Position Requirements

Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

The selected candidate will be responsible for the execution of all program deliverables, meeting cost and schedule targets, management of the program staff and subcontractors, and direct communications with New York City program management counterparts and senior leadership from multiple city departments including: the Department of Information Technology and Telecommunications (DoITT), the Police Department, and the Fire Department.


Qualifications:
Education and Experience: Bachelor’s degree required as well as 15 years minimum work experience as a proven leader, managing people, processes, and projects. Prior program management experience is required because the position requires a full range of management skills such as client management, project management, and organic business development. Demonstrated experience managing contracts using EVMS or equivalent methods, along with strong internal management and technical processes such as critical path scheduling, TPMs, baseline control, change control, risk management, corrective action, etc. is required. Experience in managing highly technical staff and complex projects over the full life cycle of system development and delivery is required. This individual must possess strong team building capabilities across technical, finance, and contracts disciplines and have solid interpersonal and communication skills. The ideal candidate will also be highly articulate, energetic and accountable for delivery of operational excellence to the customer. Must possess excellent organization abilities and be a highly motivated, flexible, team player. Candidates must have demonstrated experience building relationships, championing change, understanding and crafting contracts, and leading new IT projects while leveraging internal and external alliances. Experience with large public safety agencies and systems is strongly preferred. Limited travel is required. Candidate must be able to obtain a Position of Public Trust Designation. Position is contingent upon customer approval of selected candidate.
