The Navy Division is looking for an experienced Project Analyst with a strong DoD contracts and technical background to provide programmatic support to a Submarine Program Office at the Naval Sea Systems Command (NAVSEA). RESPONSIBILITIES: Provide project control and technical support to Submarine Program Office branch managers and analysts. Responsible for the development and review of program financial tracking, contract documentation, master scheduling, action items and vendor contract deliverables (CDRLs). Interface between the Program Office and various stakeholders, including resource sponsors (OPNAV), technical/design agents (field activities, R&D agencies, test facilities, vendors), and Program Executive Officer (PEO) staffs. Responsible for the development and tracking of Technical Instructions (TI) that obligate program funds to contract vendors. This includes drafting statements of work (SOW), defining end products, allocating funding and monitoring financial appropriations to ensure adequate spend plans. Prepare and provide technical review of contract modification documentation including Statements of Work (SOW), Procurement Requests (PRs), Technical Assessment Reports (TAR) and other acquisition related documents. Provide technical and analytical support for preparation of IPARS/CPARS vendor assessments. Required: Bachelor’s Degree in Business, Finance or Technical discipline. Four (4) or more years experience in support of DoD acquisition programs, project management support, systems analysis or systems engineering. Understanding of the DoD Acquisition System, Planning Programming Budgeting & Execution (PPBE) system, and Federal Acquisition Regulation (FAR). Excellent communication skills (written and oral), able to effectively interact with customers, partners, and associates at all levels. Ability to multi-task in support of numerous projects with a demanding workload. High proficiency with MS Office Suite, web-based applications and databases. Active SECRET clearance required.
DESIRED Skills/Education/Experience: Former DoD (especially Navy) experience highly desireable (military or civilian). Familiarity with U.S. Navy organizations, functional missions, NAVSEA environment and submarine programs. Completion of various DAU coursework (DAWIA Level II or III preferred). |
