Program Manager - The Program Manager (PM) will be responsible for a team of Sr Project Managers addressing all types of projects, including but not restricted to: High Profile customers and State Department officials (including the Secretary of State and Staff); Projects requiring extended experience in building infrastructures, voice systems, data networks; and special designed systems to support the 35 bureaus of the State Department. The PM will be responsible for taking the basic information provided by the end user customer and assigning it to a Sr Project Manager for development of acomplete and detailed Scope of Work (SOW) for approval and agreement with the customer. The PM will have full responsibility for tracking funding requirements on projects (several thousand dollars up to and including project with an estimated value of $1M - $20M). All work completed on the projects must culminate in customer acceptance of results while meeting customer and business objectives. The PM will assist when possible and where necessary interface with the Project Mangers customer's contact, helping coordinate work within other organizations and within the State Department and their vendors. The Program Manager will coordinate with others on the assigned contract and manage all aspects of the Special Projects assigned including identifying business requirements for the State Department customer(s) and assist as needed in the development of the proposed solution for assigned tasks. The PM will lead the team in initiating, planning, controlling, executing, and closing tasks of a project or segment of a project ane to produce the delivered solution. The Program Manager will also execute a wide range of process activities beginning with the initial technical response to an order through development, test and final delivery. The PM will be responsible for building partnerships between customers, suppliers as well as other staff members on the contract staff. The PM will lead assigned teams of experts in anticipating potential project related issues, jeopardy situations and will advise the Prime and customers of these situations. Experience working at the State Department is desired and preferred. PMP Certification is desired or can be obtained following selection. The Program Manager must be able to demonstrate an understanding of Project Management and show the ability to hit the ground running upon selection. The PM must have experience leading other PMs on projects where more than one PM is required to successfully complete the government's assignments.Educational Requirements: Bachelor's degree from an accredited college or university.Experience Requirements: Six to nine years of intensive and progressive Project Management experience in the last nine calendar years demonstrating the required proficiency levels related to assigned responsibilities. An additional five years of experience managing computer science, scientific, or engineering projects may be substituted for a bachelor's degree. This position requires an active Interim TOP SECRET clearance to start work and a full TOP SECRET for continuing work.


Previous work experience within the US Department of State and their Information Management Resource Bureau is a plus.
