The Data Analytics Program Manager should be a PMI Certified PMP or equivalent and have experience in either the intelligence field or the law enforcement field where data analytics was a key element of the work being performed. The work in to be performed in the District of Columbia and will require a Full Background Investigation IRS type clearance. This is a five year project with a estimated total value of $40 million.
Must have knowledge to perform the following Roles and Responsibilities: • Facilitate the consolidation of large volumes of diverse internal and external data sets • Free form text search engines and capabilities • The use of pre-processed information • The use of identity resolution techniques to identify connections between entities or people. • The application of analytics and visualization methods to recognize patterns, discover schemes, rank, and prioritize leads.
Qualifications:
Basic Qualifications: To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below: • BS or BA Degree The Data Analytic Manager should have significant understanding of the IRS ELC and experience leading a team of 25 to 30 technical staff. The Data Analytic Manager should be familiar with development, test, requirements, documentation, configuration management processes, tools, and skills sets. Strong collaboration and communication skills are desired. Specifically, the Data Analytic Manager for this task should have significant knowledge of: • Min 10 yrs management experience. • Familiar with the following Business Automation Tools: Autonomy Enterprise Search Engine, and Infosphere Identity Insight products, and VisuaLinks by Visual Analytics, Inc.), and BusinessObjects Text Analysis XI 3.0; Text Services Platform, and Actionable Intelligence Technologies (AIT) and Financial Investigative System (FIS)
Should have significant knowledge of: 1. Integration and deployment of system modifications 2. Product Support 3. Defect Resolution 4. Security Plan 5. Infrastructure upgrades/changes; software/hardware upgrades, release upgrades 6. Knowledge transfer; training or development 7. Project Mgt 8. Configuration Mgt 9. Capacity performance as needed 10. Requirements mgt
• Must be able to obtain a Position of Public Trust Designation
Preferred Qualifications: Candidates with these desired skills will be given preferential consideration: • MS or MA degree Must be able to interface with the following software and database structures: 1. MS SQL Server DB Administration; MS SQL Server Transact SQL 2. Logican/Physical Database Design 3. C #, VB, Visual Studio, ASP.NET – Active Server Pages 4. IIS, UML, HTML, XML 5.
