Job Description:  Northrop Grumman Information Systems is seeking a Senior Programmer Analyst 4 to join our team of qualified, diverse individuals. This position will be located in Wilkes-Barre, PA.

The qualified applicant will become part of the Northrop Grumman’s Postal Services and Solutions group. This is a contract to provide USPS Information Technology with professional, technical and support services to support the application development, database production support, help desk administration, LAN administration and various requirements for distributed technical support throughout the USPS enterprise.
Brief description of role: May work in a team environment or independently as required
  • Provide technical expertise and support of various USPS systems.
  • Design, development and support of business applications of a complex to highly complex nature.
  • Develop relationships and integrate activities with other systems departments to ensure successful implementation and support of project efforts.
  • Collect and analyze business and system requirements for projects.
  • Identify conflicting system integration issues, suggesting alternative solutions.
  • Develop and maintain good relationships with customers and systems colleagues to meet expected customer service levels.
  • Formulate and define application scope and objectives and devise and enhance procedures to solve business problems of a complex to highly complex nature.
  • Work with staff and management to develop technical solutions to highly-complex business problems/requirements. This includes analyzing business requirements, designing and developing appropriate technical solutions, testing and implementing the technical solution, conducting walkthroughs, creating technical documentation, and communicating status.
  • Work with other application development staff to develop technical estimates for change requests and defect resolution based on high-level business process analysis as well as technical design.
  • Prepare detailed specifications from which programs will be written.
  • Design, code, test, debug and document programs.
  • Lead multiple small to medium projects and regularly coach other project members to ensure applications are developed in a way that complies with architectural standards and established methodologies and practices.
  • Monitor and report to management the status of project efforts, anticipating/identifying issues that inhibit the attainment of project goals and implementing corrective actions.
  • Prepare application development project plans of a complex nature.
  • Must be willing to work off hours to provide support when needed.
  • Participate in 24/7 on-call production support rotation

Qualifications:

Basic Qualifications:

Bachelors Degree in Computer Science, Information Technology or related field and fifteen (15) years work experience in IT OR an additional 4 years work experience in lieu of degree.

7 years experience in each of the following:

    • Interfacing with representatives of business process owners
    • Utilizing a software development life cycle
    • Performing business/application analysis and design including the use of data modeling concepts and the development of technical specifications.
    • Programming, developing, and supporting business applications or database modeling/programming utilizing applicable application programming languages and tools
    • Preparing project documents, estimates and status reports
    • Problem solving and issue resolution
    • Technical mentoring
    • Making presentations to small groups


Preferred Qualifications:
1-5 years experience Web 2.0, Dojo, J2EE, Servlet, EJB, JSP, Struts
5-7 years experience X/HTML, JavaScript, CSS, JSON and AJAX
5-7 years experience with XML parsers (DOM and SAX parsers)
7-10 years experience JAVA, XML, MQ/JMS and Websphere 6.x/7.x.
Very strong knowledge of basic OOAD concepts
1-5 years development experience in multiple browser environment using Internet Explorer (IE6, IE7, IE8), Firefox, Safari, Chrome, etc…
Experience with source control management tools such as Subversion (SVN), CVS, Dimensions
508 web compliance knowledge desirable but not required.
Strong verbal and written communication skills including ability to collaborate on team efforts. Ability to express complex technical concepts in business terms.
Ability to effectively communicate with all levels from customer to senior management.
Experience with debugging tools, Firebug, IE Development Tools, Websphere Debugger.
Experience in providing programming expertise; develop, refine, test, and debug batch and real-time business applications for use in a high transaction environment including interface components, graphical screens, reports, and high-level logic for system control.
Experience in collaborating with IT colleagues to understand business requirements. Follow standards and established methodologies while ensuring consistent, well integrated applications.
Experience in preparing detailed technical specifications for use in a multi-platform environment from which applications will be written and tested.
Experience in collaborating with internal customers, IT colleagues and other stakeholders to collect and analyze business requirements.
Ability to follow standards and established methodologies while ensuring consistent, well integrated applications
5-7 years experience managing small and large scale projects. Participate in project management activities and the planning process; monitor and report to management on the status of project efforts and provide work effort estimates
7-10 years experience with SQL, Oracle or DB2. Very strong knowledge of basic Database concepts.
5-7 years experience working with SQL Developer or similar tools.
7-10 years experience mentoring other developers.
Strong problem-solving and analytical skills
Thirst for knowledge and willing to learn and grow
High energy self-starter
Ability to take initiative to move projects forward.
Not afraid to ask questions or contact subject matter experts as required.
Ability to research solutions and learn new technologies, including emerging technologies.
