Job Description: 


At AT&T, our Chief Technology Office (CTO) is the embodiment of innovation. We're responsible for developing, designing, planning and building AT&T's wireless and wired networks - including the nation's fastest 3G wireless network, our groundbreaking U-verse network and one of the world's largest and most advanced IP backbone.



Responsibilities


New sites justification and design using propagation tool, support tools, drive test data, network kpis, identify new sites locations, issue search rings, approve site candidates, create RFDS to define the site plumbing diagram/antenna installation, complete datafills.

Support network coverage/quality optimization using prediction tools (Atoll) or optimization tools (ACP) to maximize metrics with optimal capital allocation.

Support capacity planning (update RFDS installation diagrams for GSM, UMTS, LTE for increased site capacity while maintaining coverage and quality).

Create RF designs for technology roll-out (UMTS, LTE) in new areas, use design tools to achieve design quality metrics.

Complete FCC fillings (32dBu contours, license fillings documents, population coverage studies) and RF exposure compliance documents (MPE).

Subject matter expert within own discipline/specialty area and basic knowledge of other disciplines / specialty areas. Deep technical knowledge. Applies in-depth knowledge of discipline/specialty area standards and processes to work. Integrates industry experience and deep professional/ technical knowledge. Technical leader and recognized expert on select AT&T technologies, systems and/or procedures.

Solves unique problems through evaluative judgment and precedent. Independently applies sophisticated analysis in evaluating issues and develops new concepts, methods and techniques for cross-functional initiatives. Recognizes and pursues alternative methods.

Guided by department goals and objectives. Exercises latitude in determining objectives and approaches to projects. Leads multiple projects of small to medium size and technical breadth.

Provides technical guidance and explains advanced concepts to others in work area. May mentor others in department. Coordinates across multiple departments. Promotes active listening and open communication. Provides leadership and guidance to others.


Additional Responsibilities

This position may be responsible for contributing to AT&T's compliance with environmental laws and regulations as applicable to its job function. This may include, but is not limited to, work related to fuel tanks, emergency and stand-by generators, boilers, hazardous waste, hazardous materials, batteries, manholes and vaults, water wells, linear and other construction projects, water discharge, or air emissions




Required Qualifications


  • Bachelors Degree in Engineering or equivalent work experience

  • 5-8 years of progressive successful development as an engineer.

  • Strong knowledge of and the ability to solve complex issues in the areas of:


    • RF engineering principles (RF communications theory, design principles, network optimization, propagation modeling and prediction, etc.) and vendor capability assessment,

    • Network architecture (3GPP Air interface, standards, technology and evolution, etc.),

    • Vendor capability assessment

    • Wireless engineering principles (cell site/tower design, attributes and specifications, and RAN design, spectrum/frequency planning, etc.),

    • Hardware (Cellsite equipment layout, network infrastructures),

    • Performance Management (System KPIs and metrics, etc.), and

    • Software (Parameter definition, etc).

    • Tools and Software (AIM, RF propagation, modeling, and planning tools, etc.)




Desired:



BSEE education with minimum 7 years of relevant experience in GSM, UMTS LTE wireless networks planning and design.
